Right of Use Asset at the Date of Transition to IFRS

Can the deemed cost exemption be applied for the right of Use Asset at the date of transition to IFRS in measuring the RoU at fair value on the opening statement of financial position at the transition date to IFRS?

IFRS 16 has two options for transition.
